Olivia Holt-Ivry
As the Director of Strategy and Partnerships at the Digital Citizen Fund, Olivia leads strategic planning and cross-sector collaborations that expand women and girls’ access to education, technology, and economic independence.
From 2018 to 2025, she worked at the U.S. Department of State, most recently as Special Advisor to the Assistant Secretary of State for South and Central Asian Affairs, where she led public-private partnerships with Fortune 500 companies that mobilized nearly $20 million in social impact initiatives. She previously served as Senior Advisor to the U.S. Special Envoy for Afghan Women, Girls, and Human Rights, and as Senior Programs Advisor in the Secretary of State’s Office of Global Women’s Issues, stewarding more than $220 million in federal grants and developing policy, strategies, and interagency metrics.
Earlier in her career, Holt-Ivry worked with organizations including the U.S. Department of Defense, UNDP, Save the Children, and the OSCE, and served as Deputy Director of The Institute for Inclusive Security. She holds an M.A. from The Fletcher School at Tufts University and a B.A. from McGill University, sits on the Board of Directors of Mina’s List, and is a Fellow with the Truman National Security Project.
